Hi im not sure whats wrong here got a crosshair formula v and the new fx cpu.
first i had to borrow an athlon x2 245 2.9ghz just to get it to boot so i could update the bios. It overclocked it to 3.6ghz. Put in the new cpu everything was 250fps solid cod 4. Now its 3.6ghz but when i check frequencies it said 1.5ghz and gos between 170 and 250fps. Its been 10years since i had a pc i have no idea.
 
Its "cool n quiet" power management on the processor - it clocks higher when you need it and lower when not to save juice -its a good feature and working this way by design.

If its causing you problems you can disable it (and turbo mode) in the BIOS
 
would leave Cool and Quiet on personally, hasn't caused my any stability issues or anything whilst increasing frequency, running 4GHZ at the moment with C&Q still enabled, cores drop down to about 1.2GHZ when idling and spin upto speed under load. seems to work much better than it has in the past for me, had a number of AMD processors and they've never been so quick to go from a low power mode to full power, temperatures also go right down with C&Q on as well.
