G-Sync & fps limit

Do you guys use frame limiter to avoid V-Sync taking over from G-Sync mode on older games when your PC copes just fine and would be able to generate 500fps if allowed?

Does the frame rate cap improve on input lag/latency on standard G-Sync On + V-Sync on + application V-Sync Off setting in this scenario?

So if you have 144Hz and use frame rate cap at let's say 130 what refresh rate do you set in windows (NVidia - Ati control panel or desktop change resolution) and what refresh do you select in games?
