GA! MPEG-2 TO VOB FILES BUT KEEP FRAME RATE

Hi peeps, I have a problem here.
HD camcorder puts files out as mp4.
Ok, so I used a converter to change these to mpeg-2 because then I can get 30 fps on playback on the pc and it is easier to convert to vob -no h264 bloody file crap.
Now trying to change mpeg2 file to vob so can play on dvd player, which it can do but the vob file only runs at 25 fps and you can noticed it jerking, IE the card jitterbug past! on the pc and the stand alone dvd.
I just have no idea what software to use to keep the vob frame rate around 30 - or the mepg-2 rate 29.97.
Have tried loads of things, really at my wits end here.
I beg for help please.:(

No idea how to help but PAL (the UK/EU video format) is 25fps, not 30, and MPEG2 is a DVD compliant format so I don't know why you need to convert to VOB?
 
The hd camera film files are mp4 h264.
These can only be played on my pc.
I then have coverted the mp4 files to hdmi mpeg-2.
The mpeg-2 file will not play on my stand alone player, but on the pc they are fine running around 30 fps as well as the mp4 original files.
But if I change either mp4 or the mpeg-2 file to vob the speed drops on the stand alone player and the pc!.
To 25 fps and hell you can notice it.
Hope thats better info, very tierd trying to crack this - wife hates me atm!
What I am trying to do is get the play back on the stand alone player as nice as the pc.
The tv is a 37" plasma hdmi and the stand alone player is hdmi upscaler.
