I believe it was a comedy - I'm thinking Ben Stiller in Starsky & Hutch. In one scene, they figured they busted the bad guy. So they bust open his garage door and find only a white horse and a mime for the guy's daughter's birthday party.
I'd swear it was Starsky & Hutch, but the quiz isn't accepting my answer.
edit: no... he was disguised as a mime to get into the party, led the cops to the garage, and there was only a horse.
