Galaxy A3 phone on reactivation lock, please help

So I suspected that my brother's phone was leaking passwords to someone. His accounts kept being logged into and passwords changed every couple of weeks and I've narrowed it down to his phone.

My first step obviously was to reset the phone back to factory settings. I try to do it but some garbage like Samsung Account comes up which had his super old AOL email address. Of course he can't remember the password for this so I manage to find a video on YouTube to reset the phone using Google Device Manager.

So the phone starts back up and after putting in Wifi details I'm greeted with a "due to an abnormal reset please input the id and password for your samsung account to prove you own it".

I should also state before reset I obviously tried to reset the samsung password but since it was linked to AOL it never came through.... damn AOL. After 7 tries and 7 hours later the email comes in and I finally reset the password. When inputting the password and signing in I got a "Processing failed" message which seems everybody has gotten judging by Google.

I then delved deeper into this thing called Odin and reinstalled a stock ROM but that hasn't done anything and still asks for the info above. On that screen where you hold power, volume up and home button it says the reactivation lock is on which I guess is the problem.

So basically after a long and winding story, is there anyway to disable this reactivation lock without having proper access to the phone? Some other stock firmware I can install or is this just a lost cause and he needs to buy a new phone?
