Game menu glitches

On some games when i go into the ingame menu the bottom 20% of the screen glitches like crazy.
In the game its fine, just the in game menu when you pause.

Games I've had this issue with on a consistent basis are Mordor (it happens in the character creation screen as well), PES 2015, Injustice.
Other games it happens occasionally.

I've tried 3 graphics cards and updated drivers. What else should I be testing?

And if I leave the computer on for a while (on the desktop wiht nothing open) it freezes

What other graphics cards did you test?

According to the specs that AMD is giving out: Radeon HD 6970 - 34A and a 550W PSU is minimum meaning that in theory you don't meet this.
Are you able to test stronger PSU?
What's your RAM? Did you try to run Memtest?
 
So you have ruled out the graphics card being an issue i would say.

Its a very odd issue, if you have a OC on your system i would disable it ASAP, run mem tester software and if able do a quick format/OS reinstall.
