game performance slipping !!

I think COD4 TBH is pretty variable. Perhaps you should just keep at it or just don't take it that seriously? Over the course of an hour i can be playing a relatively consistent set of people and my scores go all over the place...

If you FPS doesn't drop below 60 then IMO you have nothing to worry about.
 
As with all machines there is a time limit on usage, when it comes to computer the life expectancy of a laptop or desktop these days is around about 4 years max, after this period there is a significant loss of performance, which is noticeable on boot up and when playing games you will notice latency and some lag with the graphics card.

It’s a fact of mechanical life, after a period of time machinery starts to slow down.

Certainly the machine ages and wears out, THAT IS a fact of mechanical life. The symptoms will be higher temps, rattling, the ocassional stalled fan, that sort of thing, and ultimately failure of various components. But SLOWING DOWN? How would that manifest itself on my 1970's analogue or 1980's digital synthesisers? they'll take longer to react? They'll play lower pitch (actually with my Moog, that's possibly true, but it's as likely to be due to ambient air pressure, or what channel next door's TV is tuned to, than it's age).

The slowdown you describe does of course exist, but it's not the hardware, it's you fat corrupt windows with it's fat, fragmented, gibberish infested registry that's making the machine act the goat. Do a fresh install, and like magic, the pixies will oil all those squeaky busses.
