Game Stutter Problems

Hey all I've just recently upgrade my pc:

CPU: AMD FX-8350 Eight-Core Processor
MB: AMD Gigabyte 970A-DS3P
RAM: HyperX Fury (4x8GB)
GPU: MSI GTX 980 Ti (Ver 359.06)
Storage: 2TB HDD TOSHIBA DT01ACA200
Display: 2560 x 1080

a lot of games I play or have tried have no problems at all with graphics and my connection is good or moderate so i've ruled that out, but I can't seem to narrow down the problem.

I get screen stutters constantly on certain games like Sniper Elite 3, Saints Row 3 & GTA V. There is no in-game lag and I'm getting 60+ fps, the screen stutters can cause lag so the screen has to catch up with the game which is running smoothly.

Does anyone have any idea how to fix this please?

*Edit*
Note: I can play new games without screen stuttering E.G. Rainbow Six: Seige, The Witcher 3: Wild Hunt runs without any problems & max settings. It's just certain games that has stuttering some worse than others.

Have you got a SSD and have you tried running it with them installed on that? Might be struggling to read the data fast enough.?? Maybe

Have you checked that the CPU isn't throttling under load because the FX8350 is infamous for this.

It's a tricky thing to track down as it could be caused by several different things.

The fact that you're mentioning significant 'lag' sounds like we can probably rule out microstuttering and poor frametiming, though they aren't out of the question.

Which makes me think

1) Memory issues. Go to your motherboard BIOS and ensure the timing of your memory modules are correct. Also make sure they are set to the correct speed.

2) Data streaming. How old is your harddrive? Is it full or have you constantly shuffled stuff around in it?

Otherwise, it's kind of weird. Your CPU is not that great, which would have been my first guess but you say your framerates are just fine. Still, I'd try and use something like Rivatuner Statistics Server(RTSS) to cap your framerate in these games you're having problems with to 60fps and see if that doesn't fix or at least alleviate the issues.

My Hard Drive is around 1 year 4 months old, but the original PC I had it in got sent back for repairs twice (Motherboard got changed & GPU) I've had a lot of stuff transfered between it back and fourth in that time due to sending pc off for repairs.

Edit*

Had a AMD R9 280 went in for repairs and got given a R9 290 then I changed it to a MSI 980 Ti this was all within the last 3 months

Motherboard I can't remember what I had before they had to change it for this current one

If he was experiencing throttling, his framerate usually would have merely lowered during these times. Not 0fps 'lag'.

He can also play The Witcher 3 just fine, which has some unusual ability to run GPU's hotter than normal.

But not cpus hence why i said cpu

There is a software package called Aida64 that you can run, It will stability test your CPU, this program also has the ability to tell you if your CPU is throttling under load. I would start with this.

I had this issue on a new built, Titan X, Intel i7 6700k Asus mobo and on my old PC build Gigabyte Gaming 7, i74790K, titan X and found if i ran the game border full screen smooth as butter then if back to full screen stutter. On a G-Sync monitor.

So i just change to fullscreen border accordingly to games that have this issue.

I've done the tests on Aida64 but saved the wrong image statistics will have to rerun it and make sure I save the correct one >_<.

I've also swapped out my 980 Ti to my old GPU R9 380 and I still get stuttering which wasn't there previously 4 + months ago when I played Sniper Elite 3, seems during the time I sent it away for repairs twice something has happened to the CPU/MB or HDD as those are the only 3 components I haven't changed in this month.
