Games crashing/unexpected behaviour in graphics options

Was over at my parents house last night and my sister mentioned she has had some problems on her PC since about April,
She's been having problems with a few games not working correctly on it,
the two she showed me were Injustice 2 and Civilization V

Both start up in windowed mode and wont go full screen,

Injustice 2 - crashes the moment you click on the graphics options, gives no errors, just closes,
Civilization V - opens the graphics options but there are literally no options.

She said other games were having problems but these were the two we looked at.

She then loaded up The Witcher 3 which runs absolutely fine,
no problems at all, menus all work and everything.

She had tried the following:
- Re-installing the games
- Re-installing the drivers
- Running a few benchmarks and stress tests (worked fine)

I tried the following for her:
- Checking event viewer for any errors (none found)
- Check resource monitor for disk IO errors and memory faults
- Checked GPU and CPU temps and usage in game (nothing odd)
- Removing the graphics drivers completely using Guru3d's DDU program and reinstalling them
- Running Memtest86
- Re-seating RAM and GPU

None of this made a difference

I ran out of time in the end and had to go,
I'm a bit stumped as there isn't much indication as to whats causing it,
I get the feeling its something software related rather than hardware, possibly a windows update.

My next suggestion will probably be to re-install windows but that kind of feels like giving up :)

Anyone experienced similar issues before?

spec of the PC is as follows:
i7 4790k
Asus Maximus VII Ranger
8Gb GSkill DDR3 2133
MSI GTX 970 Gaming
Windows 10 Pro

OS is on an SSD and the Steam Library is on a separate drive
 
They are indeed from steam, I will suggest she tries verifying the game files,
she did re-download and re-install them though which didn't help
