need some info for some college work, are console games developed on standard consoles?

Does anyone know the names of any software that is used?

I found out that you can buy the SDK's for PS3 from sony are the others the same or are there 3rd part softwre packages available?

do you mean they are generally developed on a PC or are you being sarcastic? I'll searching google but not getting much informaition..
 
are ps3 and 360 devkits a hardware item or jsut software?

The hardware portion of the devkits are, to the best of my knowledge, versions of the console that have the ability to send debugging information to a development workstation.
 
You won't be able to get your hands on dev-kits unless you have a lot of money, or work for a computer games company. They don't let every Tom-Dick and Harry have them I'm afraid mate.

And yes, games are typically developed on PCs, connected to these dev-kits.

I'd recommend you have a look at XNA if you're interested in giving it a go.
 
Development is always done on PC's, on the 360 usually with Visual Studio. It is then tested on the 360 using the 360 dev kit, which is a specially licensed/manufactured console capable of running unsigned content.

The same applies to PS3's and PSP's. Unsure if there's a Wii/DS dev kit (Although I'm pretty sure the DS dev kit is called Nitro).
 
Wii's have devkits too.

There's more than one type of "dev kit" for some consoles too.
Early PS3 devkits were quite different from what they are now, neither of which look like a PS3, it's custom built hardware and bloomin expensive. There are also PS3 test stations, which do look like PS3's but obviously have debugging stuff built in.

Games are "built" on PC's, this is then sent to the devkits where things can be tweaked and tested. Tweaking may be through dev menus or through the PC connected to the console.

It's all rather expensive and pretty useless to anyone other than a developer.
