If she liked Tropico, how about Anno 1404? You can tell her that she needn't fight with other nations at all (at least if she plays custom games and not the campaign), just build up a flourishing trading empire and colonise islands. It looks beautiful too.
Other than that, one genre my lady absolutely loves to play is adventures; you know, the old-school point 'n' click type. She really enjoyed the Syberia series so that might be a good place to start.
Then there are the obvious puzzle games. Braid, Cogs, Toki Tori etc. Or maybe she would like the interactive novel genre? For example, Don't Take it Personally (free).
