Games like Sim City

Anyone got any ideas of games like Sim City to play?
Something that can be played slowly, with little or no fighting.

Prefer 1 and 2 of them all tbh, but 3 isnt bad.

settlers doesn;t have too much fighting in the campaigns that i've played so far (mission 10 on settlers 6)
