can games like COD4 and other steam and non steam games be installed on a desktop and laptop at the same time

if you only play with one or the other (not at the same time)

Yes for steam games. You just can't log on to steam from both machines at the same time. For non steam games it depends on the DRM, but it's not usually a problem.
