Games without Exclusive fullscreen causing problems

A lot of games are starting to not have an exclusive fullscreen option and instead have borderless full screen, essentially windowed mode but taking up the whole screen. But this is causing me problems because I use a few docks around the edge of my screen to save having icons on the desktop. For example, I have RocketDock on the left and Object Dock running at the top.

When using the mouse ingame, sometimes if I'm scrolling hard to the left or up (think looking around in a 3rd person games), the docks will open above the game window. Setting the option in the dock to open behind windows doesn't fix this, they still either open over the game or cause the game to briefly lag as the dock is still opening up in the background. Is there any way to stop this from happening? At the moment I am having to close the docks before I can play these games and then run them again afterwards. Games with exclusive full screen do not have this problem.

Currently Last of us part 1, but I've had it happen in other games as well which don't have an exclusive full screen option.
Last of us has an option to not allow the curser outside of the window, but that doesn't help

Everywhere I search people are saying that DX12 doesn't have any performance issues with borderless window vs fullscreen, like DX11 used to. So having it in a borderless window is better for alt tabbing and using streaming apps etc. It's getting more common to not have exclusive fullscreen as an option anymore. Some people are saying DX12 doesn't support exclusive fullscreen but that's clearly wrong as I've been using it in other games which are DX12 (Stalker 2 and Robocop for example both have the option).

It's weird that I can't find much on this issue because I was sure using docks such as Object Dock was pretty common, especially with the uptake in OLED monitors and people wanting to keep their desktop free from icons... :confused:
 
I did notice this with Diablo 4, since release it has fullscreen (windowed) even though an earlier version before release did have the fullscreen option.

Not too sure if its changed now but not played it in quite some time.
