Gaming build for around £700 possible?

Hi! I've not built a PC for a few years but my son is after one for gaming.

He's not too bothered about graphics being on full but he'd like to be able to play anything that comes out for the next 2 or 3 (or 4??) years, even if he has to switch the graphics settings down. He's currently getting games on his laptop and finding they either won't run or run to slowly to play well.

I've got a budget of about £700 for him for the PC. Monitor, mouse, KB, OS and speakers not needed in that budget.

Is it the worst possible time to buy? I've read a few threads about high prices?
Is 700 realistic to get something that won't be quickly useless for gaming?
Can anyone give me a decent spec for 700ish?

Am I right in saying that this should be reasonably future proof for a couple of years? As I say, running on high settings isn't a priority but he doesn't want to find that in a couple of years he can't play new releases at all or they run too slowly to be playable.

Also, think he wants to choose his own case. Is pretty much any midi-tower with a couple of fans OK or anything I should watch out for?
