You can get more then adequate PC second hand.
Anything really like E2200/E5200/300 or older Athlons 5600-6000x2, 2-4gb pc6400 mem, 8800/9800gt/4830/4850. Second hand the prices for this should be around ~35for cpu, ~35mem, 50gpu, ~35mobo so that comes in at ~155 + cheap PSU/case around 200 total. More than fine for avarage gaming : ). Just for CSS could do even cheaper with older stuff at around ~150gbp total I guess.

Unfortunately only second hand.

Cheapest spec I can come up with will be something like this I guess:

yes i would consider saving more. quiet a bit more. ;) £300 at least and thats for a relativly basic spec aswell.

I wouldn't exactly say a basic spec; my PC was around £650 when it was built, and added in the 9800GT last Christmas (I think?), yet is probably worth around £200-250 max second hand, and I'm yet to find anything to really make it struggle from the games I've played and applications I use.
All the HL2 Engine-based games it runs with ease (CSS/TF2/DODS/HL2).
GRID it ran fine in full detail.
UT3 was fine in full detail.
Heck, even CRYSIS ran in full detail with no AA and was certainly playable...
Very intesive Photoshop sessions.
Lots of video editing (After Effects + Vegas) and rendering.
Lots of 3D work (Solidworks).
Just my two cents...
