Gaming / Graphics performance: Windows 7 or Windows 8.1?

I want to do a re-format as my PC is basically new and haven't re-formatted in a while. Which is the best OS for gaming performance?

I've got Windows 7 X64 Enterprise and W8.1 Enterprise, which one to go for?

8.1, I have 7 and 8.1 dual boot and 8.1 definitely feels faster and smoother in games i.e less stutter in certain scenarios.

Depends a bit on hardware specs and the game.

I've found that on low to medium spec systems 8.1 has significantly better/smoother multi-threaded/CPU limited performance in many games but its much less apparent on high end systems with lots of cores/HT.
