Gaming & Idle Profiles?

Perhaps not the best place to post this, but with what program and how would i go about setting the fan on my CPU & GFX card to very low when just browsing around the desktop and automatically raise it when gaming?

What graphics card do you have? If you have an ATI card I know you can do that via the Catalyst Control Centre. Not sure about NVIDIA, it's been a while since I had a NVIDIA card!

I do indeed have an ATI card, i've been looking around the control center but wasn't 100% sure what i was looking at, lol.
