Didn't realise the new 'K' CPU's were out now, will let him know.
I put together two specs with parts from this thread:
PC 1:
i5 4440 3.1Ghz, 8GB DDR3, H81M-K, Corsair SPEC-01, EVGA 500w PSU, Kingston V300 120GB = £336
PC 2:
i5 4670k, Raijintek Thermis CPU cooler, Asrock Z97, 8GB DDR3, SuperFlower 550w PSU, Kingston V300 120GB = £457
I guess bump £20 on top of the bottom spec so roughly £480 for the Devil Canyon 'K' CPU.
Anyway thanks for advice when my brother decides what he wants then I will let people know how it goes!
