Friend has a budget of £800-1000 (1000 at a push) and has two options;

Gaming Laptop - to play COD4 mostly.
Gaming Desktop - same games & general use.

If he was to get a Desktop, he'd need everything, monitor, keyboard, mouse etc.

What can he get for that range, and also what would you do?

Any specs/laptops would be nice.

Last question; is the 8600GT generally the fastest on sub £1k laptops?

does your friend intend to OC? if so you could drop the cpu on your spec down to an e2180, and get a third party cooler (such as a thermalright ultra 120mm (or whatever its called))along with a 120mm fan sharkons for silence (or so its recommended) or delta for airflow (but get a fan controller as well because the fan is loud) as well for even better temps , also if he doesnt intend to keep the graphics too long, maybe get the OCUK version of the card, i think it only has a shorter warranty.

no speakers as i didnt see any in your spec and i also used the same monitor as you since my knowlege of monitors is almost non-existant, a mouse and keyboard it also required but since your friend will not have the same preference to me i will not spec them although i think you can still fit some into the budget (i find a G15 revision 1 and G7 very nice, but both are discontinued now and expensive)
