Gaming PC Upgrade advice needed

In a nutshell, I want to upgrade my gaming PC so I will be able to run microsoft flight simulator on ultra settings in the 50-60fps range @1080p (its not the only game I play but it's what I play most, the way I see it if this new PC can run MSFS 2020 easily on ultra it can run all my other games pretty comfortably)

Linked is a screenshot of my current build (pretty outdated to say the least) I'm hoping I'll be able to use at least some of the hardware from my current build, obviously not the GPU or CPU but what about the motherboard?

That PC is still reasonably fast.

Have you a budget in mind?

Consider that DDR5 is the latest standard, and that motherboard is DDR3 only. So limited.

As cheap as possible, I know how stupid that may sound as I'm probably looking at well over a thousand, basically a system that could run the game comfortably on ultra 1080p for a cheap as possible, as I say I know as far as builds go it won't be a cheap one, but at the same time I don't want to go overkill on components if there are cheaper ones that will run the game just as well, so a build comprising only of components that are absolutely necessary in terms of performance, after watching one dude who plays on ultra I noticed he has the rtx 3070, whether that is overkill or not I don't know but if that's the price range of components I'm looking at then so be it, though I am limited financially, it'd be a case of saving up for one from this point on, I've no money put aside currently. I'd mainly like to know just how much I need to save for a decent enough build
 
I have been looking at MSFS performance for a while on many forums, the only thing I would add is for a lot of people it would seem that they are getting a much better performance experience at locking at 30fps and then varying settings to tune
GPU or CPU to avoid bottlenecks and as such stuttering and general issues. I also read that the developers at least with 4k in mind did optimize with 30fps in mind - whether we like it or not.

You can also google to find out expected performance in the game based on a specific CPU/GPU in 1080p/1400p/4k.
