How long is a piece of string? Same question essentially, there are a lot of people who have been getting 3ghz+ from the E21x0 series but that doesn't necessarily mean that every one will. All I can really say is that the components selected give you a fighting chance.

An aftermarket cooler would give you a better chance but would also put you over the budget so at that point it comes down to how much you want to spend. :)
 
I'm not too sure, the main difference to overclocking would come with an aftermarket cooler which should set you back between £30-40 for any one of the following: Tuniq Tower, Noctua NH-U12F, Zalman CPS9700 or Scythe Ninja (hardest to fit apparantly). :)
 
Another vote for the Arctic Cooling Freezer Pro 7, it's amazing for the price...some of the best £ i've ever spent!
 
That spec is similar to one I've just built, E2180 on Freezer Pro with same mem but on the IP35-E... Got it clocked at 3.2Ghz with the mem at 800, idle at 34 with fans on lowest, under full stress test it gets up to about 55. Could get the temps down a bit but my room would sound like a jet engine. Strongly recommend that combo.
 
Woo! E2180 + AC Freezer 7 = Great overclock :)
You should be able to get it up to and past 3Ghz easily, provided the airflow in your case isn't bad
