Garage door issue due to floor not being level

It appears there has been some movement in the foundations/floor over the years and the garage door has a gap of 2-3 cm on one side wheareas the other is fine. Its a double garage roller shutter that was installed when the house was built approx 29 years ago which is still going strong in all fairness. The garage floor is slightly raised from the driveway so there are thankfully no issues with water getting in but we get a load of mice in which isnt ideal! Plus the garage is freezing all of the time although not sure if thats linked to the gap.

There is a man hole in the garage so I cant lay self levelling concrete unfortunately but do I have any other options?

You can lay self leveling, but you have to maintain access to the manhole.
You can get a different lid that you can then fill. Similar to what they do when it's block paving.
 
Have you checked if dropping the door slightly lower helps? You might find there is some slight flex in the door and getting the roller to drop 1-2cm lower may help settle it into position.

After that I'd personally just fit a garage door seal on the bottom and cut it to suit:

Our garage floor is level but we still got the developer to fit these as the 1cm gap at the bottom meant snow got in.

One option would be to buy a 90degree angle piece of metal strip & trim accordingly then attach to the bottom of the door..
 
Solution aside, you should try to identify the source of the problem first, as it could get worse over time.

We had a survey done when we bought the house and further work was carried out which identied that any movement has now stopped we’re assured.
 
I had the very same problem with right side well lower than the left- In the end I dug out the concrete under the door and set a big thick chunk of angle iron under the door - in my case being up and over I set it so when door closed it just touched the outer face of upright part of angle iron. - concreted it in and leveled floor just on right side and now no mice or drafts - I had put it off for years and wished I hadn't. I have pictures I think if you need to see.
