Well a good music editor is Audacity, its open source so it works on Mac, Windows, Linux etc.

Having never used Garageband I've got no idea what it is.... from the name, I'm guessing it's some sort of music composition software like Cubase, Ableton Live, etc... is that right?

It's basically a dumbed down Cubase for the Mac

As stated, Audacity is nice but if want to spend money then most pro Mac Apps are now on the PC in some variant or another

dont know much about it but i think sony soundforge might be what your looking for. Or another one is called Nuendo. Google them and see if it helps!
