Garden needs a makeover. On a budget.

Ok I have a rear garden roughly 30ft x 40ft where 65% is grass (or weeds as it is known now). It has gotten out of control since my mower broke, I can't afford a new one so have to borrow a work mates when ever it needs cutting. Last few weeks we both have had odd days off so not been able to bring it round for me to use.

I am looking to turn it into a low maintenance garden, with minimal weeding throughout the year.

I am lazy when it comes to gardening so doing things quick and easy is my aim. I am looking to get some of that roll that covers ground and stops anything growing underneath but still lets all water and nutrients through and out etc. Can this be laid directly on grass/weeds then covered with pebbles, bark etc or would I have to dig up the whole lawn/forest? I would prefer not to have to dig it all up.

Edit: Budget, that might be negotiable as my new soon to be house mate girlfriends' dad is the main company manager of Browns Builders merchants in derby. I could/can get things very cheap..
 
Stones/pebbles to cover that area will cost you way more than a cheapo mower, even at discounted merchants prices.
 
To cover that area to a depth of 50mm your looking at 10 tons, or 70mm depth 14 tons of pea gravel, decorative shingle,etc.

Depending on area & where you obtain your shingle, direct from aggregate merchant, cheaper than builder merchant, your looking at around £400- £500 maybe a bit more for 10 tons, plus cost of weed fabric, compared to £100 for decent mower.
