GeForce GTX 970, Fan noise tests

Is the noise for that Galaxy reference cooler normal? I have the same issue with a reference cooler that sounds like it's chugging even though it's at its lowest speed. All the previous gen reference coolers were silent compared to that.
 
Well, it's not really a reference cooler, just a cheap blower-style cooler of their own design. Every blower-style card I've ever had has had an annoying noise profile though, including the fancy Nvidia one that people lose their minds over. I can see the advantage they bring in SLI/Xfire setups, but I'd never want one again personally.
 
Oh yeah, I mean it's not the NVIDIA cooler but the standard blower one. My 970 has this annoying rumble that previous blower cards never used to have. I was using a 580 blower card from EVGA and that was quiet at minimum speeds. I just thought I might have an imbalanced fan or something.
