i built a ds4 e6600 system yesterday with the above ram, which i have got in my own pc.
when installing windows it kept shutting off with no warning, with various error messages, stating corrupt windows files, ntdl?? missing or may have been ntds, also bsod once, changed multiple items no effect, then i remembered that i had upped the volts on the ram in my other system to 2.1v from 1.9v default.
so i tried this and no issues since windows went on fine no probs.
before you say it, i know i should have probably done it anyway, but i never expected it to stop me putting an OS on the system.

Installing an OS needs RAM just as much as anything else. If the RAM isn't being given sufficient power then the RAM wont work.

it still shouldnt stop the os going on it isnt exactly being pushed is it
 
i had mine on manual timings when i reest the bios, it kept rebooting whenever i put it under stress. make sure your set the +0.3v and all settings manually :)
