General QoS question

If you set up QoS on IP addresses rather than a Subnet, will said IP address take any priority over other connected devices? or is it the case that that marked IP will have its bandwidth capped?

Without knowing what the router is and how it implements QOS there's no way of knowing.

they are usually applied from the top down, so create rules for individual ip's above rules for a whole subnet.
