My friend wants to reset his windows 11 laptop and remove all data. I told him to use the reset method from recovery but now there's an option for cloud and local install? When was that added, I thought you can do a reser to factory defaults without installing windows again?

I've got a Taichi x370 motherboard, a while back now I did a full reset of the BIOS settings to get things working again, since then however, its Only detecting USB devices on startup. So for example If I forget to switch my USB hub over before I start the PC it won't detect the keyboard and mouse, forcing me to do a hard reset.
I've had a look around the settings in the BIOS and can't see anything obvious.
Anyone had this Motherboard and know what it might be?
