Getting 2 pc's to access each other

I have 2 PC's that access the Internet via an ADSL router (BE broadband). Both the PC's connect via an ethernet cable. How can I get the PC's to see each other and access each others files and folders?

Sorry my bad. One PC is windows XP and the other is windows 7. Thanks for your reply.

I am mainly needing the XP PC to be able to access the 7 PC.
