You could try extra vcore volts and maybe a little more to the northbridge, but it may not be possible to reach 3.6 as not all E6600 can get there without lots of voltage.
It's about temperature up to a point but eventually too much voltage causes damage due to electron migration, which will shorten the lifespan of the cpu. Intel says this is above 1.35. Personally I wouldn't go beyond 1.45v.
