Getting ready for new AMD release

Haven't upgraded my PC since 2014-2015. So I need a full build and looking at what I can get in place to go with the new AMD CPUs and a most likely a RTX 3070.

I take it I will need a custom cooler for the CPU also?

4000hz ram should be doable with 1:1 ratio over the current 3766hz with Zen 2

That would be a big 'ouch' on price.

Perhaps, Crucial Ballistix 3600MHz at ~£140 and attempted clock to 3766Mhz if the gains are worth it.
