Getting the users time

hi,
Want to put good morning good afternoon or good evening on my website depending on what time of day it is for the user,
been looking at PHP for this but read that this will only give the server time so it will be totally wrong for people in the usa.
Any ideas?

You can offset the php time and make it appropriate for user's anywhere!
