OR hit the MM and try for something like a GTX460 768MB (which is only going to be a bit slower than the HD5830 at the end of the day).

I would personally go with the new 5830 as it is an unused card and you also get proper warranty (2 years long).

To the OP: may I ask what make and model PSU you are running?

Also, what will you need the GPU to do? Will it be mostly gaming, or something else entirely?

My PSU is a Corsair 400W. My current spec is an AMD Phenom II X4 3.2GHz, 4GB DDR2 RAM but I'm using a 8400GS as I haven't bothered with PC gaming for a while.

I was thinking about getting a better card as I run 1920X1080 res and I notice a general slowdown with my 8400GS. I would probabaly do some light gaming aswell though, I was thinking about Portal 2.

So do you think the 5830 would be my best bet? Only issue is is that it's out of budget though, hmm.

Yes, if you can stretch to the 5830s price then it is an absolute bargain. It blows all other cards in that price range out of the water.

As for the PSU, is that the CX 400W? If so then you should be fine with your system and a 5830 (anandtech shows the 5830 and an overclocked i7 920 system pulls 332W under full load).
 
Definitely go for the 5830 if you can stretch. You'll get a considerable upgrade in performance for the small extra outlay
