gfx card declocking?

I have an old gtx470 card here currently std speeds.
Now it used to declock itself after so long when not running games,
but all of a sudden its stopped doing it? just sits at 607mhz so the fans always on loud mode lol

im using afterburner with a custom profile so it never gets over 65c but cant for life of me figure why it wont declock itself anymore.

any ideas?

Any chance you're running 2 monitors now? The 4xx cards run at 3d clocks 24/7 if there's more than 1 display output
