Gigabyte b650 aorus pro ax strange behaviour on reset

I recently bought an gigabyte b650 aorus pro ax with a Ry zen 5 7600x and 32gb of cl6000 ram
I also purchased a ASUs tuf rtx 4080 which I proceeded to put a barrow water block on
Anyway I just wanted to know if anyone has come across this problem
My pc starts up and boots into windows every time from a cold boot but I get strange bios beep when I have to do a reset.
The beeps indicate video card problem which doesn’t make sense as it boots no problem when I press power off button
Does anybody have any idea what the issue is?

Not detecting a fan on the graphics card ?

Not seen a BIOS setting before for that, i know it can do it for CPU fans, but could be worth a look

If you are in windows, and press the reset button on your case, does your screen blank out immediately or does it wait and kind of go straight to BIOS screen?

If your motherboard doesn't send the PEX_RST signal to the PCIE slot, or the circuitry that deals with that on the GPU is malfunctioning, you'd get a symptoms like this where "the computer boots fine from cold but does weird things when reset / restarted".

Are you certain you haven't caused any physical damage to the card when installing the waterblock?

When I press reset from windows the screen blacks out & then makes the one long beep with 2 short beeps but doesn’t boot into windows
I’ve just tried reseating gpu & all is well now although I’ve got to say I think gpu needs a support on back end as water block really heavy
