Gigabyte have reported that CPUZ is reporting the wrong voltage, use Aida64 or HWinfo instead until theres a fix, bios voltage is correct.

Yep, CPU-Z needs updating. also a few people have mentioned it not reporting at all, this is because vcore is tied to SVID on SKL, so disabling SVID will do this
