Gigabyte Z77-D3H CPU fan controller issue?

I have one of these motherboards but my CPU fan (attached to a Prolimatech Megahalems cooler) seems to be on full blast all the time. It's not unbearably noisy but I'm sure it could be a LOT quieter than full tilt 24/7. It never changes speed or tone. It's definitely plugged into the CPU fan header on the MB.

I downloaded Speedfan but it only detected my case fans (registered 0rpm on them even though they're spinning) and the GPU fan so it appears that program won't help me.

How can I get the CPU cooler fan to spin at an appropriate speed for the temp/load detected at the CPU?

The rest of my rig is in my signature if you need that info.

mine dont change either, ive tried everything. Ive downloaded EZ tune 6 and its one of the most horrid user interfaces ever
 
In the BIOS have you tried manually setting 'CPU Fan Control Mode' to Voltage rather than Auto or PWM? Also make sure 'CPU Fan Speed Control' is set to Normal.

You want to be looking in MIT/PC health status and near the very bottom should be the option.
