Gigabyte Z77-DS3H wont boot..BIOS issue??

I'm posting this on behalf of my friend who is also an oc customer but has no working pc at the moment.

He received the mb + cpu listed below yesterday and we can't get it to boot under any circumstances. All we get is fans powering up for a minute or so and short continuous beeps, gigabyte beep codes says its the psu but it's not the psu. According to the gigabyte support forum the mb may need a BIOS update before it will boot and to do so would require an older cpu. This seems very unreasonable to expect a customer to have an older compatible cpu just sitting in a drawer in order to boot the new hardware to update the BIOS, if indeed that is the issue we're having?? Could the motherboard be dead??

What I've tried so far to come to this conclusion:

2 different types of memory individually in each slot.
2 different pci-express cards in both pci slots.
Both DVI on the card and VGA on board video.
PSU Corsair 600w boots other pc no problem.

Any help or suggestions would be much appreciated....and would stop 'Victor Meldrew' busting my head :-)
 
still test with a different brand psu if you can,gigabyte boards are picky when it comes to power supplies

even if it powers another machine it still could throw a hissy fit on that board

if you do need a bios update,the quickest way is to try local pc shop,ask them to plop in a newer ivybridge cpu and update the bios for you,then you might have better support for your older sandybridge cpu
 
Thanks for taking the time to reply folks, the beeps are short and continuous and Gigabyte does suggest that it may be the psu, we just never considered it may have compatibility issues with it being a good working branded psu. The only other psu we can try is my own which is Corsair too so a trip to the tech guys in town would be the best option like wazza300 suggested, especially if we find a BIOS update is necessary to get it going.

I'll post back with an update when it's up and running.
