Gigabyte Z97P-D3 not powering on after power cut

Hi,

I have this issue with my PC which I believe is motherboard related. Last week I got a new desk and I had to leave my PC disconnected for about an hour whilst I moved things around. When I plugged it back in it wouldn't turn on.

After hours of trying a few things, like turning on with only CPU and ram connected and using a different power supply, I came across a post about holding the power button down for 20 seconds with the AC disconnected before reconnecting the power supply. After I did this the PC came back on.

I was wondering if anyone could tell me why this fix "apparently" works and if its something that you need to do on modern motherboards in such situations as I have never come across it before.
