Those are some pretty hefty heat-sinks!

All of them seem to require a fair bit of power. The requirement for the 3090 is just insane - 850W psu.

On the Gigabyte cards how do you switch the bios (OC / Silent)?

There's a switch , the back plate has writing on the edge of its location . OC and silent I think

It's not transferable officially. Able to get the person that sold it to you, or if you sold it and able to carry out RMA then can be sent back to differing address I believe .

EVGA the only official one for reselling but they stopped with mining boom, not sure if it's still open now ?

There is a Gigabyte utility that comes with the cards, allows you to simply switch between the pre-programmed modes.
