Giving home phone number to a randomer online?

Hi guys, my phone line had a fault repaired today but the engineer didn't reset the DLM. Stuck at 7mbps vs my usual 21mbps :(

My ISP has said I have to wait for DLM to increase it, but some random dude has messaged me asking for my "CLI (Landline Number)" and they'll issue a reset for me..

Is this a scam or anything? What could someone do with my home phone number? Are they actually able to reset it remotely, I thought an engineer would have to be called out to do it?
 
Who is this random dude, where is he from and how has he contacted you? Might help with the credibility, how else can we gauge if they're legitimate.

As for a DLM reset this is done entirely remotely, no visit to your house is needed for it.
 
Generally speaking ADSL ISP's, especially LLU like Sky and Talk Talk can reset or even temporarily disable DLM. FTTC usually requires Openreach to do it.
 
Thanks guys, it was FTTC, from the ISP's forums. I asked him for more details about himself and the processes involved and he provided some ID and more information, the reset didn't seem to work but he was able to do a test which picked up that there may still be a fault on the line. His current sync matched what mine was at currently and I hadn't shared this current info so I don't think it was a scammer so much now. Also the BBEU code he provided matches mine (kept screenshots from tests my ISP has done in the past) and after a quick Google I can't find a way to find this out easily.
