Glitches and flickers at random

HNY to everyone. My setup has been randomly flickering and glitching for the last fortnight.
What happens... In normal use, for example on the desktop with a Notepad open, the notepad ONLY will flicker. Say I have right clicked on a folder and am looking at the properties, the properties will flicker not the background.

In game, Snowrunner and or FO76 (currently being played) the entire screen will flicker. When this happens, the GPU card fans all accelerate for a moment before returning to normal.
I have removed the drivers with DDU in SM. I have loaded older drivers tested, removed and then loaded latest. Changed the DP cable and the port I am using. Typing this and general surfing, no glitches. Card temps 76c in game and 41c in apps. Card and monitor RTX2070S and 38GN950-B

Just done that and it made no difference. (Thank you)

Does your cpu have a integrated graphics option, or do you have access to another gpu? A friend or relation? As you need to definitively rule out one thing at a time.

You need to rule out hardware. Then look at software, possible fresh Windows install.
 
Try downclocking memory and core, see if that helps too. But i'd go straight for try GPU in another system and then integrated graphics also if former is not an option.
 
My CPU is an i7 4970k so it has a HD4600 on board. I will try that and the other suggestions. Cheers.
 
I had forgotten my 2014 CPU had iGFX. Anyway I can barely game with the HD4600 at 1080. Latest drivers installed. However, no glitching. I have been using the PC with the 2070S unplugged and disabled in the DM and set to iGFX in Bios. I have been watching Youtube, surfing and trying to trip it up. As yet no flickering or glitches. Got my LG connected by DP and at 1600, same thing, no issues. Going to test for a few more hours then RMA it (yeah good luck) card bought July 2020. Thanks

Update.

I decided to try and use both monitors at the same time only configured with the one on the GPU and one on the iGFX. So I reenabled the GPU in BIOS and DM and configured the BIOS for multi monitor. The PC boots, comes to the desktop, sits for 10 seconds then crashes and reboots. I let the system do this 5 times. Identical results. I now have the iGFX disabled and the GPU in use only. PC boots as normal and stays alive. Just played a bit of Snowrunner and it flickering as usual. I found it interesting that it was flickering even at 1920x1080 Low and 3840x1600 Ultra. The load didn't seem to make much difference. As it would appear I can run the iGFX without issue and the GPU flickers and both together crash, I am now suspecting I have a rail going on the PSU. Is there such a thing as real time software logging of the mobo voltages?
 
The issue is solved. I ran Furmark at 3840x1600 8AA with no issues. I then wanted HWPro and FM on screen at the same time. Furmark never stutters or flickers?? So I had FM open but not stressing, HWPro open and Snowrunner actually in game. My desktop backgrounds are set to change every one minute. The changing background causing the in game in menu issues. Unbelievable, but a result. Set background to a single and the issue is gone.
