Gmail not send email with attached file

Hey, i sent an email to an insurance company with an attached files that was scanned on my printer. I've tried send it a few times and each time it comes back with this message, i've checked the email address and that isn't the problem. Why won't it send?

Google tried to deliver your message, but it was rejected by the recipient domain. We recommend contacting the other email provider for further information about the cause of this error. The error that the other server returned was: 552 552 Message size exceeds maximum permitted (state 17).

Edit: the attached file is only 17.5mb, not a huge size by any means.

There's no way of knowing what the maximum is but whatever it is it's less than what you're trying to send. Plus your attachment may be 17.5Mb on your PC but when it's MIME or UU encoded to be sent by email it will grow by at least 25%
 
Yeah, it's cool guys. I've sorted it, i saved the doc as a jpeg, it was a tiff before. It's sent it now. Tar.
