what would be the best AGP card i copuld get for a friend for no more than 110 inc postage? he's used ati before but im sure he isnt fussed

Its a tad slower than a 6600GT, so still a reasonable card.
 
Could probably pick a 6800GS or 6800GT up for that price, possibly an X800XT but they'll be clearance/second hand deals.

Brand new you're looking at about 6600GT/X800GTO.

No, the x1600 range isn't the best. If he's wanting to stay with ati then the x800 series will be his best bet. If not then the 6600/6800 will be the other choices.

What card has he currently got??

Then pretty much anything counts as a step up, speaking from experience. I'd probably suggest something like a 6800gt secondhand or X800pro depending on what is available around the budget but either is a very capable card.
