Good CPU cooler, do I need one?

are you going to be overclocking? or want a quiter pc? if so then i would say yes.
the gelid tranquillo is at the top of your budget, and would be fine for both, ie. good for overclocking and quiet

If you buy the retail version it will come with a cooler. It might not be the quietest but it will come with one. OEM (I'm not sure if these are available) will not come with a cooler. Thus you would need to buy an after market cooler. Something like the akasa K25 would be ideal (if it was instock)
