my main concern is will the graphics chip on the mobo be alble to play video on my 24" dell monitor the old one 2405FPW

sorry didn't mention my sig represents my gaming rig which i have no issues with but being a very conscientious type of guy i run a low powered setup running of the onboard graphics for my day to day uses hence the need for something that will run without stutering or major slow-downs while watching divx/xvid etc,the amd cpu single core could be a draw back but running at 1920x1200 with onboard graphics could also be my problem bearing in mind its only video i'm watching and not game playing.

Which graphics card is used in your A64 3000+ system?

Video should be fine, Heck even a PIII can cope with DIVX.
If your using a cheap graphics card that doesn't decode Mpeg2 then that could be the problem.

You can play DIVX fluidly on a 500mhz chip with a TNT2 graphics card, the fact remains that if he has problems, there is probably something wrong somewhere. I'd reinstall his system and it should be fine.
