Good Photo Touch-up and Basic Editing Tool?

After being initially quite disappointed with the results from my Canon SX200 IS, I've found the use of the Sharpen tool and playing with the contrast and brightness yields good results. I've been using www.pixlr.com which is quite good but is there a lightweight, easy to use tool to do the following:

Batch resize images
Add borders and a watermark
Filters such as Sharpen
The ability to change brightness and contrast
A few basic tools such as smudge

I use FastStone image resizer for resizing and borders but I was wondering if there was a more comprehensive package. Any suggestions would be appreciated.
 
Gimp. Not very lightweight, but I have two PC's (one good one and one really **** one ) and even the bad on can run it.
 
I'm not too bothered about speed, I do have 2.66ghz of dual core powah and 6gb of RAM, I was just after something that doesn't munch up hard disk space with a load of features I won't use, a la photoshop.
 
Then I would recommend GIMP, free, doesn't take up lots of space.

Not very easy to work out of the first few attempts, but one a read the online guide its a piece of cake.

I have only learned the simple task, that is all I need for now and its very easy, but its nice to know if I ever need to do anything more complex the option is there for me without having to install and learn new software.
