Hi,

I moved into a new build last month, the cabinet is brand new however FTTC/FTTP are unlikely to happen (every other Cabinet was FTTC'd up in 2015). In terms of distance I'm probably 150-300M from the cabinet, which is roughly 1.5-3 miles from the exchange. I'm on BT who guarantee between 3.8-8Mbs Down, i more or less get 3.5-4 every day. what's weird is the upload is always above 1.1Mbps. Is this indicative of an issue with the line?

Not sure I understand the problem. 1.1mbit upload is the expected limit for BT ADSL2+. A consistent 3.5-4mbit download is around the expected level for a 4km line length.

It sounds like things are working pretty much as they should be. I'm assuming you've tested by connecting from the master test socket using a wired connection to rule out any internal issues? Also check your SNR margin, it isn't unheard of for the target to get stuck at too high a level (mine was locked at 9db for a while).

edit: When you say BT guarantee 3.8-8mbit, where is that guarantee stated?

its not a problem so much as i found it curious, when BT guaranteed the download speed at between 3.8-8mbit during the contract set up i had expected the upload speed to be 512kbit. so its more of a pleasant surprise.

Lines stats are:

Data rate: 1.05 kbps / 4.30 kbps
Maximum data rate: 1048 / 5720
Noise margin:5.8 / 3.3
Line attenuation: 52
Signal attenuation: 319 / 520
