Google Backup and Sync - Just never stops uploading!

I was forced to upgrade my the previous Google Photos Uploader to Google's Backup and Sync. I don't use google drive to it's only set up (as before) upload my photo library to Google Photos...


It seem, like other people, I've got a problem where it never stops. Well, a couple times over the weeked it seems to have, but then you reboot and off it goes again finding thousands photos to do again.

I think I've seen it seemingly finish 3-4 times, and every time I reboot off it goes again finding thousand of updates, eating memory, cpu and bandwidth.

Got no choice but to remove it :(
 
Oh joy!

Having given up with this piece of junk, trying to uninstall it even fails with a file not found or permission error!

Cracking work Google!

You take a great simple program "Photo Uploader" which worked perfectly for years, and replace it with a hunk of bloated uninstallable junk.
 
It never stops syncing? That's a titanic bug.
It would seemingly stop after it had process the X thousands it found... But then on the enxt reboot? Off it would go again:-
  • Hundreds of meg of memory usage...
  • 15-50% cpu usage...
  • ...and it would find thousands more to do again...
So I had to tell it not to start with windows, detach my account, and now it at least doesn't even run...

BUT, I cannot uninstall it (using Add Remove Processs). I get:-

"C:\Windows\System32\msiexec.exe
Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item"
